Down to vibhASitaMv..., all sUtras inherit the word apAdAdau अपादादौ "when not at the start of a halfverse".

This apadAdau अपदादौ actually means "not after a pause". It is not just a rule to be applied in verse. The nouns described in the following sUtras are enclitics. They cannot be used after a pause, at the start of a sentence, and are accentless — because they are pronounced as part of the previous word.

So /te'' here is okay —

mUrkhaM tvAm avagacchAmi | jAnAmi te sumUrkhatAm ||

But saying /tvA'' and /te'' here sux
