The changes made by the following rules do not affect previous rules.

This has two meanings, (A) (B).

(A) First, only the rules before 82001 work, then, only the rules after 82001 work - can't go back.

Example. According to rules before 82001, **rAjan- राजन् + /bhis must make rAjanbhis. Then 82007 nalopaHprAt... 6> changes that into rAja राज + bhis भिस्. This purvAtra पुर्वात्र rule then prevents 71009 atobhisa::ais from working.

(B) The changes made by rules after 82001 do not trigger rules before themselves. they work like an assembly line, first rules work first.

Example. According to rules in the first 22 chapters, **hanumat- हनुमत् + /su changes into hanumAnt. Then 82023 saMyogAntasy... changes that into **hanumAn हनुमान्. This rule is telling us that this disappearance of the t त् is forbidden from triggering the earlier rule 82007 nalopaHprAt... 6>.

So taking the two meanings together, we might translate (A) and (B) together, we might translate this rule as

The changes made a rule placed after 82001 do not trigger a rule earlier than itself.

If I understood that correctly, this means that purvAtrA पुर्वात्रा forbids 82066 sasajuSoruH from triggering the earlier 61114 hazica?

Yes, you understood it well. Rule purvAtrasiddham पुर्वात्रसिद्धम् forbids sasajuSoruH from triggering hazica.

Uh?? Then how come sasajuSoruH always triggers hazica, as in **azvodravati अश्वोद्रवति?

Because this purvAtrasiddham पुर्वात्रसिद्धम् rule has exceptions too!
