Rule < upasarjan... has some exceptions.

dantAnAM rAjA दन्तानां राजा rAja-dantaH राजॱदन्तः "eyetooth"

agraM vanasya अग्रं वनस्य agrevaNam अग्रेवणम् "border of a forest"

Here grammarians want rAjan- राजन् and agra- अग्रॱ to be considered main words, and danta- दन्तॱ and vana- वनॱ subordinate. In order to do that, they analyze the compounds as shown. Doing this makes some sUtras work right.

If you weren't worried about that, you might have analyzed those two as rAja-sannibho dantaH राजॱसन्निभो दन्तः "king-like tooth" and agre vanam अग्रे वनम् "part of forest that is near its border", and that way these would not be exceptions < upasarjan..., but they would be exceptions to the rules that allow their formation.

A more striking reversal happens in

dRSTa-pUrvaH दृष्टॱपूर्वः seen previously

which of course means pUrvan dRSTaH पूर्वं दृष्टः.
