The /samAsAnta affixes (such as /Tac or /kap) are compulsorily added to some compounds, and do not change their meaning. Their stem is the whole compound, not just its second half.

An example. Rule 54091 rAjAhassakh... downriver says "/Tac comes after rAjan- राजन्, ahan- अहन् and /sakhi-". So, we have to understand it to mean "When rAjan- राजन्, ahan- अहन् and /sakhi- are ifc, /Tac must be added to the whole compound."
