The original sUtra only says "replace H with s ", so how do you know that it only applies before /chav letters?

I added the "before /chav" redundantly, for clarity. The sUtra does not need to have the word chavi because the next sUtras are exceptions to this one. This sUtra inherits khari from sUtra <19 kharavasAn.... Of the thirteen /khar letters, vAzari >> manages three, and kupvoKkaFpauca >>> the other four. The remaining six are the /chav.

I see how this sUtra inherits khari , but why doesn't it inherit avasAne as well? Both words are in <19 kharavasAn....

Because all this section is in the shadow of the /adhikAra sUtra saMhitAyAm. This makes the avasAne word in <19 kharavasAn... have local scope (apply only to <19 kharavasAn...).
