@wordfinal vowels before consonants

Most padafinal vowels stay unchanged before consonants.

atra अत्र + hayaH हयः
→ atrahayaH अत्रहयः (tra त्र unaffected by any rules)
"there's a horse here", "the horse is here"

The only exceptions come from rules checa ff, which say —

(1) short vowels compulsorily get c च् after them when before ch छ् (see **sacchinatti सच्छिनत्ति)
(2) long vowels get c च् optionally (see **sAcchinatti साच्छिनत्ति)
(3) except /AG and /mAG, that get c च् compulsorily (see **mAcchaitsIs माच्छैत्सीस्).
