Those are called the habitual doer affixes — /tRn, /yuc, u उ, /kvip and others.

So, if a root means, say, "to fish", adding those affixes we get nouns sort of like "fisherman", that mean "who is used to fishing", "who has a duty to fish", "who is good at fishing".

If you aren't used to fishing, and you don't have a duty to do it, and you are bad at it, but you fish anyway, then you don't get those affixes. But you still get /Nvul, /tRc or other affixes that mean the doer and are described outside this section.
