I have no idea why, sorry. Just remember that it does, debarring this rule —

→ **dadhIni दधीनि

But I was expecting vipratiSedh... to make this rule override jazzasozziH.

TBH that vipratiSedh... rule is very weak and can be used only after all other possibilities have been ruled out. It is sort of an excusemaker rule. Kids, don't use it at home.
