Why do we say "outside vedic"?

In the ArSa आर्ष literature, the /pragRhya is forbidden —

brahmabandhav ity abravIt
ब्रह्मबन्धवित्यब्रवीत्

' he said "brahmabandho ब्रह्मबन्धो" '

The word brahmabandhu- ब्रह्मबन्धुॱ is a despective. The literal translation would be "brahmin dude" or "a friend of the brahmins", but the traditional meaning is "brahmin unworthy of the name", "brahmin only in name", "someone that is a brahmin by birth but does not fulfill his brahmin duties".
