Most roots become /seT before /liT. Only the roots listed in kRsRbhRvRst... don't.

But pac पच्, also an /aniT root, is not in that exceptions list. How come there is no i in **papaktha पपक्थ?

In that case, kRsRbhRvRst... is debarred by upadezetvataH, that says that pac पच् is /aniT before /thal because it is /aniT before /tAs. So according to upadezetvataH we must say —

pac पच् + /thal → **papac- पपच् + /thal → **papaktha पपक्थ

Yet, according to RtobhAradv..., rule upadezetvataH is optional after non-R , so if we don't use it, kRsRbhRvRst... makes pac पच् /seT before /thal

pac पच् + /thal → **pec- पेच् + (/iT + /thal) → **pecitha पेचिथ
